Technical Background
- Bits of Power: Issues in Global Access to Scientific Data - "Bits of Power assesses the state of international exchange of data in the natural sciences, identifying strengths, weaknesses, and challenges. The book makes recommendations about access to scientific data derived from public funding. It examines trends in the electronic transfer and management of scientific data, pressure toward commericalization of scientific data, the implications of proposed changes to intellectual property laws, and improving access to scientific data by and from the developing world."
- Digital Preservation and Permanent Access to Scientific Information: The State of the Practice - "This report focuses on operational digital preservation systems specifically in science and technology (S&T). It considers the wide range of digital objects of interest to S&T, including e-journals, technical reports, e-records, project documents, scientific data, etc. The report also discusses archiving based on format types -- text, data, audio, video, etc. It is, of course, international in scope, and as much as possible crosses organizational sectors (academic, government, commercial, etc.)."

IOC Oceanographic Data Exchange Policy
The Intergovernmental Oceanographic Commission (IOC), at its 22nd Assembly in June 2003, adopted the IOC Oceanographic Data Exchange Policy which describes the general IOC principles and policy on oceanographic data exchange and the recommended practices and associated institutional arrangements for the exchange of oceanographic data. This policy states that Member States shall provide timely, free and unrestricted access to all data, associated metadata and products generated under the auspices of IOC programs
