Background

The World Meteorological Organization's World Weather Watch (WWW) combines observing systems, telecommunication facilities, and data-processing and forecasting centres to make available meteorological and related information needed to provide efficient services in all countries. The WWW responsible for the Global Telecommunication System (GTS) which is the communications and data management component of WWW. Other cross-cutting WMO systems include the WMO Information System (WIS) and the WMO Integrated Global Observing System (WIGOS).

Global Telecommunication System (GTS)

Structure of the Global Telecommunication System
The Global Telecommunication System (GTS) is defined as: "The co-ordinated global system of telecommunication facilities and arrangements for the rapid collection, exchange and distribution of observations and processed information within the framework of the World Weather Watch." (WMO No 49 Technical Regulations). The GTS is the backbone system for global exchange of data in support all meteorological and related data; weather, water and climate analyses and forecasts; tsunami related information and warnings, and seismic parametric data. WMO is building on its GTS to achieve an overarching WMO Information System (WIS), enabling systematic access, retrieval, and dissemination and exchange of data and information of all WMO and related international Programmes.

WMO Publication No. 386 (Manual on the Global Telecommunication System) has been produced to facilitate cooperation in respect of meteorological telecommunications between Members, and to specify obligations of Members in the implementation of the World Weather Watch Global Telecommunication System.

WMO Information System (WIS)

WIS core components
The WMO Information system (WIS) is the single coordinated global infratructure responsible for the telecommunications and data management functions. WIS provides an integrated approach suitable for all WMO Programmes to meet the requirements for routine collection and automated dissemination of observed data and products, as well as data discovery, access and retrieval services for all weather, climate, water and related data produced by centres and Member countries in the framework of any WMO Programme [1].

The WIS encompasses three types of centres. For regional and global connectivity, Global Information System Centres (GISCs) will collect and distribute the information meant for routine global dissemination, while serving as collection and distribution centres in their areas of responsibilities; they provide entry points, through unified portals and comprehensive metadata catalogues, for any request for data held within the WIS. Connected to the GISCs, the Data Collection or Production Centres (DCPCs) will be responsible for the collection or generation of sets of data, forecast products, processed or value-added information, and/or for providing archiving services. National Centres (NCs) will collect and distribute data on a national basis and will coordinate or authorize the use of the WIS by national users, normally under a policy established by the respective permanent representative with WMO. The IODE Ocean Data Portal will be a DCPC contributing ocean data to the WIS.

WMO Integrated Global Observing System (WIGOS)

WIGOS will create a comprehensive, coordinated and sustainable system of observing systems based on all WMO Programmes’ observational requirements. It will provide a single focus for the operational and management functions of all WMO observing systems as well as a framework and mechanism for interactions with WMO co-sponsored observing systems enabling integration, cooperation and coordination taking into account the multiplicity of perspectives and observing domains covered by WIGOS. Through the WMO Information System (WIS), it will ensure availability of required data, metadata and products according to identified requirements [2].

During 2009-10 a range Pilot Projects and Demonstration Projects are being undertaken to test WIGOS concepts and to emphasize the role and contributions to be made by the WMO Technical Commissions. The Pilot Project for the integration of marine and other appropriate observations into the GOS, also known as the JCOMM Pilot Project for WIGOS will permit the development of appropriate connections between the IODE Ocean Data Portal (ODP) and the WIS for historical and recent data, including new sources of data for their integration into the WIGOS framework. Access to ocean datasets will be facilitated through ODP connectivity to the WIS.

Global Maritime Distress and Safety System (GMDSS) METAREAS

WMO METAREAS are areas of the oceans and seas around the world corresponding to NAVAREAs. NAVAREAs are defined in the Safety of Life at Sea Regulations with specific countries having responsibilities for the issue of Navigational Warnings for the areas defined. The boundaries of the NAVAREAs are the same as for the METAREAS, the latter being areas for the issue of meteorological warnings and forecasts. METAREAS are designated for the issue of navigational warnings and other related Maritime Safety Information within the GMDSS regulations.

WMO No. 9, Volume D (Information for Shipping) [3] - this Volume includes marine meteorological and other related geophysical information necessary for safe and economic conduct of shipping operations, as well as for fishing and other marine activities.
